Fuel cell vehicles (FCVs) are often misclassified as ZEVs. FCVs use hydrogen fuel made primarily from fossil natural gas, so emissions are produced when the hydrogen fuel is made. Thus, all FCVs on the road today are actually fossil fuel vehicles that should be held responsible for the pollution released during production of their hydrogen fuel.
